The digest of the full issue text has been committed to the Bitcoin blockchain via the OpenTimestamps protocol, establishing a mathematically provable minimum publication date that cannot be altered retroactively. This notice supplements the RFC 3161 qualified timestamp previously issued at time of first publication.
